This process is vital for determining the need or feasibility of an Early Warning System (EWS), and the type of EWS appropriate for the high risk area in which it is to be applied.
Communities and other stakeholders must monitor and keep close tabs on risks they have prioritised, through observation, measurement and prediction.
Without an adequate response capability, a detailed risk knowledge and monitoring system would be worthless.
This is an important link between the monitoring and response capability components of an EWS.
DMS now provides these solutions, with the overaching objective of bridging the gap between 'scientist' and 'high risk communities' in the dissemination of critical information for imminent threats.

In addition, feasible and sustainable short, medium and long-term solutions were presented for stakeholders in both the private and public sectors.
