Organisational Capacity to Support Disaster Risk Management
Capacity development at the organisational level
Capacity development at the organisational level focuses on improving organisational DRM performance through strategies, plans, structures, systems, processes, and roles and responsibilities.
DMS NPC supports capacity development at the organisational level in the following ways:
Facilitate appointment of DRM Focal Points for organs of state, organisations, municipalities, provinces, etc., ensuring their roles and responsibilities are clearly captured in the job description of the individuals appointed;
Facilitate the establishment of a DRM Unit / Centre/ Office dedicated to the functional area of the organ of state, organisation, municipality, province, etc, with careful consideration of its location to ensure DRM effectively cuts across all directorates / branches;
Facilitate the implementation of an integrated DRM information management and communication system;
Develop a Level 1, 2 or 3 Disaster Management Plan (DMP) relevant to the functional area; and
Review and update existing DMPs relevant to the functional area of the sector.
