Institutional arrangements will ensure a community’s access to supporting resources, services and stakeholders to assist in the effective management of risks, thereby empowering a community to adequately prepare for any hazard and reduce conditions of vulnerability that threatens their resilience. Community stakeholders and structures must seamlessly participate with the relevant government and disaster management structures in establishing co-operative activities.
