Once risks within communities have been identified and understood, arrangements must be made for all those priority risks that could not be eliminated through risk reduction interventions. DMS therefore facilitates the development and implementation of an integrated community response and recovery plan. This plan recognises that the first responders to any incident or disaster is the community themselves. It is therefore critical that response actions, procedures and systems at the community level are formalised in a logical and organised manner so as to mitigate the impact of any incident or disaster as quickly as possible.
DMS makes use of disaster management response and relief templates and processes, and integrated incident management system approaches to ensure that certain plans are in place, based on the needs of the respective community.
